It is unlawful to: (a) construct any building with finished floors under roof, without regard to the cost of the construction thereof; or (b) to construct or alter any other building or structure in the city, except fences. (Ord. 778 § 2, 1989: Ord. 643 § 2, 1987: prior code § 5-1-1)
